Monday, August 11, 2014 was a historic day for Mexico: President Enrique Peña Nieto signed the energy reform bill into law after the Mexican Senate approved the bill’s secondary laws, which will guide the implementation of the new framework. The process is moving quite quickly considering that the reforms involve constitutional change and end the 76-year monopoly over the exploration, production, processing and distribution of hydrocarbons by Mexico’s national oil company, Petróleos Mexicanos (Pemex). The main goals of the reforms include reversing the declining trend in oil production, reducing power costs to boost the national industry, opening the door to the latest technologies to exploit deepwater and unconventional fields, and modernizing Pemex’s rusty infrastructure.
